On July 20, Dr. Abimael Guzmán Reynoso, Chairman Gonzalo, head of the Communist Party of Peru (PCP, Partido Comunista del Peru) and the Peruvian Revolution, was transferred to a hospital near the Callao Naval Base Maximum Security Seclusion Center (CEREC, Centro de Reclusión de Máxima Seguridad). Sources from the reactionary press claim he has untreated skin cancer, leading to metastasis. The lawyer claims that Chairman Gonzalo suffers from psoriasis and that the disease is aggravated by his advanced age and the notably cooler time of year. Democrats, revolutionaries, and Marxist-Leninist-Maoist organizations echoed the denunciation and are calling for new actions in defense of Chairman Gonzalo’s life and health.
The statement from the Technical Committee (CT, Comite Tecnico) of CEREC, which was made public on July 18, stated that on July 13, the head of service of that body reported that Chairman Gonzalo had not eaten food and, therefore, requested the Ministry of Health for “specialized medical care in geriatrics.” The next day, a mobile unit of the Ministry was set up, which concluded that, even if the state of health had been stable, it was necessary to “request medical examinations,” which was done the following day, according to the statement. On July 17, Chairman Gonzalo showed a drop in pressure, which prompted a second medical review, when his condition was again found to be stable. Still, a move to a hospital was ordered to enable “comprehensive monitoring and care.” The text states that apparently at that time Chairman Gonzalo refused to be transported to another location, demanding his rights as a prisoner of war.
Two days later, CEREC issued a new statement titled, “Situation of the health status of inmate Abimael Guzmán Reynoso.” In this, the agents of the maximum security military hospital state that on July 19, a new medical consultation was carried out with Chairman Gonzalo, when, once again, he refused the proposal to be transported to another location. That day, according to the statement, the International Committee of the Red Cross visited him, and together with the Ombudsman’s Office, tried to convince Chairman Gonzalo to accept the switch to medical care. Again, he refused to be transported to another hospital.
Only on July 20 Chairman Gonzalo received a visit from his defense attorney. Only then, according to the CEREC statement, “was [he] voluntarily transported in an ambulance to a hospital near CEREC.” Since then, Chairman Gonzalo has received medical attention.
“The CEREC Technical Committee continues to carry out permanent monitoring of the inmate’s health status and will report on this in a timely manner,” the statement concludes.
According to a statement from the Peru People’s Movement (the PCP’s organization for international work), the current objective of the old Peruvian State is, with the application of Low Intensity Warfare (GBI, Guerra de Baja Intensidad) tactics, to assassinate Chairman Gonzalo. To do so, it makes use of maintaining his absolute and perpetual isolation at the Navy Base, in an individual cell and only having contact with the outside world through its executioners, subject to manipulation and all sorts of psychological tortures. With this goal, the Peruvian Right Opportunist Line (ROL), Peruvian reaction, and the intelligence services of Yankee imperialism (CIA) act in collaboration in order to assassinate him and tarnish his image as head of the Peruvian Revolution and the World Proletarian Revolution.
On July 18, the ROL revisionists, enemies of the People’s War in Peru, through Elena Yparraguirre ( “Miriam”), issued a request to visit Chairman Gonzalo’s cell.
The most important prisoner of war in the world
It is now 29 years that Chairman Gonzalo has been a prisoner of war in the Callao Naval Prison, below sea level, in complete isolation. Sentenced to life imprisonment by the courts of the old Peruvian State through a fraudulent process based on the invalid criminal laws of Fujimori’s fascist constitution, he finds himself separated from the people and the PCP, whom he guided until his arrest in 1992.
In 2020, a request for house arrest was made by his lawyer. The request came in light of the COVID-19 pandemic and the high rate of infection within Peruvian prisons. The request was denied by the old Peruvian State, while Fujimori, executioner and genocidaire of the Peruvian people, received a humanitarian pardon in the same period.
The defense of Chairman Gonzalo’s life and health
From the time of the arrest of Chairman Gonzalo in 1992, an international campaign for his freedom and in defense of his life and health was initiated. The campaign had international repercussions, carrying out actions in defense of Chairman Gonzalo. The activities took place on all continents, covering several dozen countries. Internationalist people’s lawyers from around the world came forward to unmask the sham of his conviction and conduct his legal defense.
In 2000, as part of its “political solution,” the ROL declared that it was no longer necessary to defend Chairman Gonzalo’s life, seeking in vain to deactivate the international campaign to defend the Chairman’s life and health, according to MPP; to immediately change the General Political Line established by Chairman Gonzalo, as a way of opening the way to abandon the People’s War and surrender to the old State, while seeking to anchor themselves in its recognized ideological and political authority.
However, defeating the sinister plans of Peruvian reaction, imperialism, and revisionism, the campaign for the life and health of Abimael Guzmán, Chairman Gonzalo, continues to this day. The last opportunity he could freely and publicly express himself, in 1992, after his capture, Chairman Gonzalo rejected any and all possibility of signing peace agreements with the old Peruvian State, urging the PCP, fighters of the People’s Guerrilla Army (EGP, Ejército Guerrillero Popular), and Peruvian people to continue with the People’s War until the conquest of Power throughout the country, and urging the revolutionaries of the world to raise high the campaign for Maoism.
The current political situation in Peru
As published by MPP in the note Political situation and the task of defending Chairman Gonzalo, the current problem posed to the Peruvian communists is to follow the work of Chairman Gonzalo, reorganizing the Party to promote the People’s War, as it indicated in its last statement: “For us, the problem is reduced in short to one: to persist in the general reorganization of the Party (RGP, Reorganización General del Partido) in and for the People’s War in order to continue developing it to conquer Power throughout the country, thus completing the democratic revolution, and move immediately and without interruption to develop the socialist revolution with People’s War and through successive cultural revolutions enter with all humanity into the ever-golden communism.”
The declarations of the new transition government, which pledges to continue its attempts to eliminate the People’s War, take place in the midst of efforts, also according to the MPP, to “continue to promote the task of the General Reorganization of the Communist Party of Peru, firmly under the leadership of Chairman Gonzalo and his almighty Gonzalo Thought, in and for the People’s War, fighting to the death against the revisionist and capitulationist ROL, in whatever form it presents itself.”
Note: * The revisionist line emerged in prisons with the betrayal from former PCP leaders, who started to develop a Right Opportunist Line (ROL), revisionist and capitulationist, which discarded the Protracted People’s War. The ROL advocates that, with the development of the People’s War and the New Power in the regions where it was established, semi-feudality was destroyed and the development of the Peruvian agrarian economy shifted to a fundamentally capitalist form, which is why the struggle should be concentrated in the cities and whose way of undertaking the revolutionary struggle would be a work of cold accumulation of forces for the socialist revolution, as if this were the stage in which the Peruvian Revolution finds itself. As an appendix, under the conditions of new difficulties encountered by the Peruvian Revolution, they started to defend that there was no necessity to defend Chairman Gonzalo’s life, and that it was up to the Peruvian revolutionaries to hold a “Second Congress” to oppose the First Congress of the PCP, personally directed by Chairman Gonzalo.
