Peru People’s Movement: A Brief Note on the Political Situation of the Country

Just a few days ago, after a long tug-of-war between the representatives of the two factions of the big bourgeoisie to decide the nomination of the new reactionary president who will replace the current one in the presidency of the Old Peruvian State, landlord-bureaucratic in service of imperialism, mainly Yankee, the National Elections Jury decided that the “rondero” sellout (vende huelgas) Pedro Castillo would be the one who as president obtains the reactionary post. He has been nominated after a process like all the previous ones, and even more fraudulent and farcical, monitored by Yankee imperialism through its international organizations, the Yankee embassy in Lima, its experts and its agent Gorriti who has been in charge of guaranteeing that the opportunist “rondero” is a proven counterrevolutionary, who as a “rondero” fought the PCP and the people’s war with arms as an auxiliary force of the genocidal armed forces under the direction of the Yankee CIA and its low intensity war. Yankee imperialism, as always, has shamelessly intervened in the elections to nominate Castillo and has granted him recognition, declaring by various means that the reactionary elections “have been fair” and that “Castillo is a legitimate president.”

Castillo, has not yet taken charge of his post to carry out the three reactionary tasks, the necessity of imperialism and the Peruvian reaction, and already there is acute internal disputes, as it had to be, as reported by the reactionary newspaper El Comercio de Lima in today’s issue:

“Pedro Castillo: Internal struggles continue while names are picked for the Cabinet. Meanwhile, Pedro Castillo and Francisco Sagasti talked for more than two hours at the Government Palace about the transfer.”

Internal Struggles

The name of Alonso Segura has been said to be the new head of the Ministry of Economy. However, the former minister does not have the support of any of the sectors of Peru Libre.

The most radical wing, close to Vladimir Cerrón, prefers that Juan Pari be appointed to that position for two reasons. First, as a matter of political affinity. But the second is for a pragmatic issue: Pari would not arrive with a great team to accompany him, unlike Pedro Francke.

The fear of the latter, according to sources from Peru Libre, is not only that he is more moderate, but they are suspicious that “they’ll give him an inch and he’ll take a mile.” This is in reference to the prominence that Nuevo Peru could have in key sectors.

Even so, Francke maintains a close relationship with Castillo. In case he is elected, the Cerronistas will propose that Pari be deputy minister to “be a counterweight,” the sources indicated.

Meanwhile, the Cerronista side insists that Roger Najar be the head of the new Cabinet. Unlike what is happening in the Ministry of Economy, the former congressman has the approval of the other left and independent groups that joined the campaign, since he fulfilled a function of articulating the proposals during the second round. In addition, he has been in charge of coordinating the names for the Cabinet in formation.

At the last moment, a name that has been considered is that of Jorge Chávez, former Minister of Defense, for the same position. The other name for security matters is Mariano González, with whom there have been conversations, but there is still no concrete offer.

Former minister Jorge Nieto, in communication with this newspaper (El Comercio de Lima), denied that he will join the Cabinet.

Other sources report an active presence of former congressman Daniel Salaverry in Castillo’s surroundings. His participation has allowed him to hold meetings with businessmen from the fishing and construction sector. Although his performance is in a personal capacity, since the elected congressman of Somos Peru, José Jerí, has ​​ruled out that he have been invited.

In addition, other sources indicate that there would be a participation quota of those close to the former mayor of La Victoria, George Forsyth, although he has ruled out any “interest” in his visits.

The Data

The National Jury of Elections (JNE, Jurado Nacional de Elecciones) plans to deliver the credentials of president-elect to Castillo tomorrow at 4PM. The location has not yet been confirmed. “

Before continuing, we denounce: that the enemy is taking advantage of the situation to advance in its plan to annihilate Chairman Gonzalo, Head of the Party and the Revolution, given this situation we reaffirm what is established in the Declaration of the Maoist Parties and Organizations of the World for the Day of Heroism, on the defense of the Headquarters:

“This occasion is propitious to denounce that, in the face of the unbending, fierce resistance of Chairman Gonzalo, in defense of the leadership of the Party and the revolution, the present fascist, genocidal, and fatherland-selling government of the old Peruvian state, headed by Sagasti, as well as its predecessors, confronted with a fierce and unyielding resistance from Chairman Gonzalo, in defense of the leadership of the Party and the revolution, are counting on the service of the rats of the revisionist and capitulationist right opportunist line (ROL), under the direction of the Yankee CIA – continues to implement the plan to annihilate Chairman Gonzalo, maintaining his absolute and perpetual isolation for nearly 29 years now. The authorities of the old state, from the Executive to its judicial and prison system act with blind hatred and perverse homicidal fury against the most important revolutionary political prisoner in the world by keeping him in isolation, with contact only with his jailers at various levels and information from the outside world previously distorted and manipulated by the Yankee CIA, Peruvian reaction and rats of the ROL. Defend Chairman Gonzalo and Gonzalo Thought, great leadership of the Communist Party of Peru’s and the Peruvian revolution!”

Elections are a means of domination by the bourgeoisie in the imperialist countries, and in the oppressed nations they are a means of domination by the big landlords and the big bourgeoisie; they are not an instrument of transformation for the people or a means to overthrow the power of the ruling classes, hence the just orientation of using them only for the purpose of agitation and propaganda. Faced with the crisis and the development of the objective and subjective conditions for the revolution, depending on the concrete situation, the reaction resorts to the so-called “social aid packages” to try to lull the masses to sleep, to apply their anti-crisis packages with anesthesia; in other cases, to divert them from the revolutionary path, it resorts to promoting reactionary governments led by opportunism and the use of reactionary terror, or in others it resorts to fascism. All this, the reaction applies in the midst of acute reactionary struggles, because the crisis and the revolution also spur their struggles.

The fact that the reaction uses opportunism and revisionism in its desperate reactionary way out of the crisis and to postpone the revolution, is one more political proof of the maturity of the objective and subjective conditions for the revolution throughout the world. This proves that the revolution is the main historical and political trend in the world today, that it is expressed mainly in the oppressed nations, where the main contradiction of the oppressed nations-imperialism develops; the oppressed nations that are the basis of the world revolution, the majority of the world population lives there, of which the vast majority is made up of the peasantry fighting for land, the main force of the democratic revolution led by the proletariat to through its party, which carries it forward through the people’s war.

The opportunist line of the revisionist and capitulationist right in Peru, as the head of the new revisionism worldwide, which denies the semi-colonial and semi-feudal character of oppressed nations, says that they have ceased to be so because of the “neoliberalism” applied since the beginning of the 90s of the last century and in the case of Peru, also because semi-feudal relations were destroyed with the people’s war and Peru has become a dependent capitalist and “that the current struggle is for democratic rights, a new constitution and sovereignty,” these renegades deny what is established by Maoism and Gonzalo Thought, that as long as the democratic revolution is not carried out with the seizure of power throughout the country, the domination of imperialism, bureaucratic capitalism and semi-feudality will not have been destroyed. Also specifically in the case of Peru, where the reaction has re-established the old Power, has reestablished the old relations of production, that is, semi-feudality and in the countries where it acts with the development of bureaucratic capitalism, the semi-feudal base evolves, it does not destroy it. The new revisionism denies the developing revolutionary situation at the international level. In other words, it denies the revolution as the main trend, it denies the new great wave of the world revolution, it denies the strategic offensive of the world revolution, it denies the main contradiction, it denies the democratic revolution, it denies the problem of land in the oppressed countries and therefore denies the world proletarian revolution. They are counterrevolutionary renegades.
